Analytics truncating data after KV node crash/auto failover

    Description

      It seems that Analytics will unexpectedly receive a bucket doesn't exist response from ns_server/memcached after while a KV node is bootstrapping and as a result will truncate the collections of such bucket. Since the bucket wasn't actually dropped, we shouldn't truncate the collections in such cases.

      An example of this can be seen in CBSE-14135.
