Track queries timeout on CC

Currently, query timeouts are tracked by the node that received the request after forwarding the request to the CC. If such query with a timeout is canceled in a window where we don't allow queries to be canceled, the cancelation will be ignored and that query will eventually be executed and its timeout won't be honored. The CC should be able to timeout such queries.
