[Backport MB-56392 to 7.2.1] Enable replica repair to use excluded node

Planner has an internal API for allowing certain node to be excluded for planning. For replica repair, those nodes are excluded. Enable excluded node to be use for replica repair for availability.

Background:

Earlier on, if any node had ExcludeNode=“in” configured, then the Node was not allowed to take any index ‘in’, so no new Index could be built or scheduled on that Node.
There were cases where in a cluster, replica repair was necessary, even the replica being repaired would not be put on these ExcludedNode =“in”. But there can be cases (say due to HA constraint) where the only possible nodes where the replica can be put were on these Excluded “In” nodes. Hence the improvement enables the replica repair on these Excluded Nodes as well
