Ensure initial understanding of topology is complete

On start-up a Query node uses the system remote API to gain an understanding of the initial Query service topology.  If this fails to resolve node UUIDs we should retry operations until successful or a PrepareTopologyChange API call is received (at which point we can just use this information).
