Logs display message - "Resetting rebalance status since it's not really running" on issuing a rebalance on 181 cluster.

Setup:
1. Setup node 103.
2. Add nodes 105, 106 to the cluster and issue rebalance
3. In parallel, Start load on 103 with 1M items per bucket.
4. Rebalance fails with error " replicator_died" ---> known issue
5. Reissue rebalance

Error:
1.Logs show "Resetting rebalance status since it's not really running"
The rebalance operation never failed/ never succeeded.
2. The item counts have a 0.1M difference active items > replica items
3. The vbucket total is 1024, however the distribution is very uneven[ likely due to the rebalance issue above]
