Rebalance getting hung while having KV mutations and N1ql queries on background.

We are running a some integration test on Capella where we are running N1QL queries and Kv mutations in background .. While doing swap rebalance for indexer node . 
And we see the rebalance is getting hung at 52% . and running for many hours. 
Server setup :

4 KV with instance_type = r5.2xlarge instance_capacity = 4 volume_size = 1000 volume_type = gp3 iops = 16000

4 n1ql,index instance_type = r5.8xlarge instance_capacity = 4 volume_size = 1500 volume_type = gp3 iops = 16000

Server version

7.1.4-3639

KV muatations: 

creates = 25%

reads = 25%

updates = 25%

deletes = 25%

throughput = 10000

We can assume these KV muatation is running for 24 hours.
We also have N1ql queries running in background.
