[CBM] Allow --km-auth-file to be passed for Azure

    Description

      Currently we allow passing an Azure auth file using AZURE_AUTH_LOCATION (similar to what we do for GCP) however we do not allow this to be passed from the command line (unlike GCP). We should add this ability to be consistent and so that we can expose it more easily in CBBS.
