N1QL py-tpcc tests hit NewConnectionError on build 7.1.5-3867

All py-tpcc tests, including both UDF and non-UDF tests, hit NewConnectionError on build 7.1.5-3867. We saw the same error in MB-57483, but it happened in UDF tests only. Therefore, I open a new ticket. I am collecting logs and will update the ticket later.
