[BP 7.2.1] Index DDL during transient cluster topology after heterogenous(scaleUp) rebalance

When the percentage memory quota is enabled, analyse the impact of Index DDL request when the cluster has some scaled up nodes along with older nodes.
DDLs should go through and not be stopped by unnecessary violations raised by the Scaled up node using more memory than memory quota, as Index will naturally take up the % memory available to it.
