Error limits should only apply to DML errors

    Description

      There should be an extra error level beyond EXCEPTION, which signifies an error that doesn't abort the request - say ERROR or DML, or...
      DML errors should be switched to this error.
      request.Error() should abort if the error submitted is an EXCEPTION.
