[TC] [PTR] Add a 'From' function

    Description

      What's the issue?
      We have a ptr.To function, we should have a ptr.From function.

      What's the fix?
      It should behave like the AWS SDK and return the default value if the pointer is nil.

      Why?
      We don't want to pull in the AWS SDK where it's not required just so we can use some of it's utility functions.
