clusterinit endpoint should support queryMemoryQuota

Cluster endpoint should support queryMemoryQuota for like other services

The value should be same and stored as part of 

http://localhost:8091/settings/querySettings 

queryNodeQuota  and this will update dynamically query service (when ever changed)

0 means no quota default

Also this can be passed as part of cbq-engine arguments -node-quota also but not mandatory because posting querySettings will enough

This is required couchbase-cli cluster-init   (MB-57942)
