Use ns-server service map to detect start of index node failover in GsiClient

    Description

      Currently GsiClient detects the index node failover based on the node's clusterMembership advertised by ns-server after the completion of node failover. During the duration of the failover, GsiClient can still send requests to failing over node. Once ns-server has decided a node is going to be failed over, it will update its service map(MB-57572) so that interested clients can detect the failover event early and take appropriate actions.
