Add multi-byte aware string functions

Add multi-byte aware versions of the string functions:

LENGTH

POSITION

SUBSTR

LPAD

RPAD

(String functions that return or accept string positions.)

These functions will work in characters/runes and not bytes like the standard functions.  For single-byte character data they will inevitably be slower (and typically the deficit is proportional to the string length/index).
