[CBM] Modify a collection's max TTL on restore

    Description

      What is the problem?
      When doing a restore currently the default behaviour is to not update the TTL setting. The code was written to be able to do this in cbbackupmgr however it was hidden behind an environment variable (CB_PLAN_AUTOCREATE_COLLECTIONS_ALLOW_TTL_MODIFICATION) as ns_server did not support it.

      As of MB-31806 this now works in ns_server.

      What is the solution?
      We should remove the environment variable and always do this
