Steps in the test:

Create 1 magma bucket
Load 200k documents
Upgrade a cluster from 7.1.5 to 7.2.1 (which failed due to image not present, all servers are in 7.1.5 this means that probably the upgrade request didn't even reach the server)
Seeing 0% bucket RR which instead should be 100%.
Did a get request for data on bucket and RR started increasing.

Why is the bucket ratio going 0% given there is no expiry workload.
