UI support for modifying a collection

The UI doesn't currently provide a way to update a collection. A collection can be modified using -X PATCH e.g.

xcurl localhost:9000/pools/default/buckets/<bucket>/scopes/<scope>/collections/<collection> -d 'maxTTL=1234' -X PATCH
