dcp_wait_for_data_move_failed rebalance error could be more informative

    Description

      When this error is encountered during a rebalance one must then search for the log message indicating what happened. This is often caused by an inability to retrieve DCP stats on a given node and this logs "Error getting dcp stats...". This will log only on the node that failed to retrieve DCP stats. Return this message up with the error such that it will be logged in the rebalance failure message.
