Major Description
During rebalance it was observed that Analytics service takes a long time(~1 hr 40 mins) to to rebalance and there's no indication of any progress. Then, rebalance of all collections is completed in the last 10 seconds of rebalance as seen in the snap below. Note the timestamps.
It took 1 hour and 40 minutes to rebalance even though it just had 5 collections to rebalance as seen in the snaps below.
