Fix documentation for flush all: flush all should only be unsafe in the couchbase bucket

A user in the forums was confused by the documentation. Please see the forum post linked below and update the documentation.

Also, flush_all is a binar memcached command. Not just a rest api call. We should reference that both options are available.
