Data Ingestion into datasets not happening

    Description

      Data is not getting ingested into analytics datasets.

      Steps to reproduce -

      1. Create a 3 node cluster with 1 kv and 2 cbas nodes.
      2. create 2 buckets with 3 scope and 2 collections in each scope.
      3. Load 5k docs in each collection.
      4. Create multiple datasets on randomly selected kv collections.
      5. Either no data is ingested or very few docs are ingested.

      These tests were passing on build 7.2.1-5919.
