[TC] Add EqualValues to ptr package in tools-common

Problem
With the new maxTTL changes in MB-57924, the maxTTL field in the backup collection struct will be changed to a pointer. The current maxTTL comparisons in the code will no longer work.

Fix
We need a panic-safe way of comparing the pointer values, if they exist. This is likely a somewhat common requirement, so adding this to tools-common will help others.
