Description
In case of repeated failures of keyIndex compactions, it is possible for the keyIndex to propagate the same set of deltas multiple times tot he seqIndex. This can result in the seqnos in the data level being cleared out and the seqIndex just contains deltas for some seqnos. This case will only occur in case of compaction failures.
These seqnos can be trivially moved to the data level of the seqIndex and never compacted away. We should prevent trivial move to the data level of the seqIndex. This issue was seen in MB-58444.
