XDCR - revision mismatch during refresh is not repaired

    Description

      MB-52156 addressed the metakv revision races in XDCR during add or remove.
      However, the remote cluster agent refresh loop, if it hits this condition, will not repair itself. And repeats with the following:

       WARN GOXDCR.RemClusterSvc: Agent remoteCluster/aJKOKwZkvW_FXRicmhNrpOgKnO5C9eEoHaKu8lodedM= periodic refresher encountered error while doing a refresh: Revision mismatch for cluster id=remoteCluste

      This needs to be addressed
