Improve GSI rebalance progress information

    Description

      GSI rebalance progress currently show the % of completion based on the number of indexes. We shouldenhance this for Filebased to:

      1. Consider the size of the indexes
      2. Based on the bandwidth that GSI after throttling. 
      3. Consider the different throughput that we can get for different type of rebalances, i.e. swap rebalance vs rebalance-out.
      4. Estimate time to complete before the process starts. This is particularly useful for Capella, as the add/remove services may involve several tasks.
