[Observability] Requesting a new metrics for specific REST API failures

    Description

      As a part of the Alert review SRE team has being working on identify new metrics that will aid in observability of Capella Clusters. 

      New metrics are requested to track the following failures when invoking REST APIs
      1. Unauthenticated
      2. Unauthorized
      3. Server unavailability/server errors

      This would aid in alerting SRE on attempts for denial of service and persistent server issues.
