"docs fragmentation" starts at near 100% with no data

With no data in a brand-new bucket, the "docs fragmentation" says 99%...whereas the view fragmentation is 0.

Conceptually, it should be 0 since there is no fragmentation on no data right?

Additionally, as data is inserted, the fragmentation actually decreases first...and then starts to increase after the first compaction.

Just seems a little less-than-intuitive.
