Indexer swap rebalance failed when enable_shard_affinity is turned on post indexes creation.

    Description

      1. Create a 3KV, 2GSI,N1QL node cluster.
      2. Create a couchstore bucket, 10 collection, load data, build GSI indexes.
      3. Change indexer setting:

      4. Do a swap rebalance by changing the disk size from Capella. Index swap rebalance failed:
