remove enable-failover-of-server-groups option and raise max-failovers to 100

    Description

      In 7.1.0, we introduced MB-33628 which removed the notion of server group failover(DOC-10174 doc ticket for the same). When we removed notion of server group failover we bumped the max value for maxCount from 3 to 100 and removed the "--enable-failover-of-server-groups" option . It seems like we didn't do the same change in CLI.
