    Description

      MB-59089 highlighted that "MB-58961: Remove 'vb' arg from ActiveStream::getOutstandingItems()" caused rebalance to hang for more than 4 minutes. Investigation is required to identify why this patch causes rebalance to hang and a unit test to catch this bug in the future.
