Backup Service needs options to enable backup/restore of users; also over-write users for restore

7.6 Backup Service with the current latest 7.6 version (build 1688).

During restore – there is no option to enable-users (to enable restoring users) or to overwrite-users (if restoring users, to over-write existing users from backup) – we should put those in a separate section called Users (above Services so that people see it).  Also need to inform that you need to be a Full Admin to be able to restore users.

During backup:

We should give customers an option to enable backup of users and also inform that you need to be a Full Admin to be able to backup/restore users.
