Rebalance in of a node is stuck while bucket is hitting BUCKET_RESIDENT_RATIO_TOO_LOW during the rebalance.

    Description

      1. Create a 3 node cluster. Load data until 100MB couchstore bucket hits RR GR.
      2. Increase the RAM quota by 100MB such that bucket is out of RR GR. Load data again until couchstore bucket hits RR GR.
      3. Repeat the above process 5 times. All going good.
      4. Load data again such that bucket is again hitting RR GR.
      5. Scale Out by 1 node such that bucket is out of RR GR.
      6. Repeat the above 2 step
      7. Now there are 6 nodes in the cluster and bucket RR is as follows: [10.01389780611311, 10.067038714592714, 9.993116094133956, 10.002151719798277, 10.058159100605208, 10.005772222915416]
      8. Add another node in the cluster along with data loading in the bg.
      9. Rebalance in of this node is not happening. There is no data movement happened to this new 007 node:
