cbcollect_info queries can be blocked by active, long running queries

As was the case for prometheus stats as addressed in MB-59254, cbcollect_info queries on the analytics service (used to provide critical information in evaluating customer issues) can be blocked by long-running queries that are fully utilizing the http queue. These cbcollect_info requests should be executed against the admin server, which has an independent queue.
