magma_dump: Do not enforce argument ordering

After part of improving the magma_dump command line argument organization, we started enforcing argument ordering. It may confuse the users as it standard unix commandline utils does not enforce ordering for "" or "-" arguments.

This task is to allow free foam ordering for arguments. For any invalid args, we can also print the full help text.
