[TC] Allow returning an error from Provider.GetCredentials

In the backup service we use cbauth to get credentials to do REST requests. To do this properly we really need to do it for every request (in case the credentials have been rotated), i.e. in Provider.GetCredentials. Getting the credentials can fail so we would like this method to also return an error.
