Normalise boolean representation in the API

When creating a bucket, the parameter flushEnabled accepts 0 or 1, whereas historyRetentionCollectionDefault accepts true or false.

The boolean representation should be kept coherent.
Either both representations are accepted for all parameters or a single one for all parameters.
