cbgt: don't create planPIndexes if not necessary

    Description

      In v1.3.8, cbgt will always create planPIndexes directories, which is a side effect of MB-59249. These directories are unnecessary for Sync Gateway's use of cbgt.

      It would be nice to not write these directories, especiallly since they are not managed by cbgt and will persist without deletion.
