Major Description
To replicate: create a user without the "query_manage_index" RBAC, and use it to execute query "SELECT * from system:indexes".
Against 7.1 it will return all indexes, as expected.
Against 7.6 it will return no indexes.
If you add the "query_manage_index" RBAC, 7.6 will now return all indexes.
