Introduce a new indexer setting to choose default value of "defer_build" during index creation.

    Description

      For many DBAs, the index creation is a manual process. By default, create index queries are run with defer_build:false. Due to manual error, if a large index build starts with defer_build:false, it can start a heavy job in the background.

      If there is setting to set defer_build to true by default, impact of such manual errors on production can be reduced.
