[UI] UI shouldn't allow to set database fragmentation percentage to zero for couchstore buckets. There should be a warning like magma buckets

    Description

      UI shouldn't allow to set database fragmentation percentage to zero for couchstore buckets. Save button should't get enabled if couchstore fragmentation is set to zero. There should be a warning like magma buckets. Magma bucket doesn't allow to set fragmentation to any value less than 10
