Unable to update any settings while having auto-failover timeout=1

    Description

      Steps:

      1. Initialize a cluster and update the auto-failover settings to use timeout=1

        curl -X POST -u Administrator:password http://172.23.108.67:8091/settings/autoFailover -d "enabled=true" -d "timeout=1" -d "maxCount=2"

      1. Go to UI's "Settings" page and try updating any other value (Memory / max-auto failover nodes / etc)

      Hitting the 'save' button will popup a tip saying 'This value cannot be no less than 1' for failover timeout field.

      This will prevent users from updating any settings in UI with auto-failover timeout < 5
