Hash join reopen: save and reuse hash table when possible

We recently added the capability to allow hash join to reopen (MB-59082). This allows hash join to be used in correlated subqueries and UDFs. As a further improvement, we should investigate the possibility of saving the hash table when appropriate, such that when the (sub)query is executed multiple times, we can avoid building/dropping the hash table and thus save processing.
