[TC] Add a structured logging API

    Description

      What's the issue?
      As tools-common is used more in couchbase-cloud, it's becoming obvious that it's support for logging was designed for use in cbbackupmgr, which is not ideal.

      What's the fix?
      We should add a structure logging API, so users can log in a structured JSON format allowing searching in tools such as DataDog.
