[TC] [Utils] Remove the `utils/maths` package

    Description

      What's the issue?
      The utils/maths package provided generic Min and Max functions, which have subsequently been superseded with min and max, provided in Go 1.21.

      What's the fix?
      We should switch to min and max and remove the utils/maths package.
