view query with stale=ok doesn't return any data after initial index is built but works with stale=ok&full_set=true

Steps to reproduce:

1. Load 10K json docs in default bucket.
2. Create 1 design doc with 1 view
3. Allow automatic initial indexing to finish
4. Query the view with stale=ok
result - no data is returned
Query the view with stale=ok&full_set=true
complete data set is returned.
