[CBM] Don't allow users to remove a full backup if there are subsequent incrementals

    Description

      What is the problem?

      Currently there are not checks in the remove subcommand and it lets you remove backups as you wish. This is not ideal as if a user is removing a full backup and there are subsequent incrementals, without a full backup in between, they are probably shooting themselves in the foot.

      What is the solution?

      We should consider not allowing this. Given we used to support this behaviour - and it's possible you may want to script removing backups and handle the missing full backup at restore time - we should have an opt-out.
