Dynamically adding/removing service, without need for new node in cluster

    Description

      Currently, we can only add/remove service on a cluster node only by relabancing out of the cluster and re-adding back in with required services. This is involves doing multiple rebalances.
      We should aim to improve this behavior where we can dynamically add/remove services from a node, and for the changes to take effect we would need a singular rebalance.
