Major Description
I just spent half an hour struggling with cbimport because it handles file paths inconsistently.
The `--dataset` requires a file name prefixed with `file://`, and will fail with a helpful message otherwise.
However the `--cacert` options requires a file name not prefixed with `file://`, and if you use that prefix you get the very unhelpful error message:
`CSV import failed: no such file or directory`
