Add retry mechanism for EOF errors during HTTP calls in Rebalance

    Description

      Due to possible runtime golang issue there can be EOF errors seen when making HTTP calls. This can cause the rebalance to fail.

      Introducing a generalised retry mechanism when EOF errors are encountered throughout the rebalance code flow, can prevent the rebalance failures due to transient golang issue.
