Make index creation steps in onprem the same steps as capella

We should consider making the UI flows as similar as possible.

The check boxes in self-managed onprem are for the "old" default mapping although that allows a quick index build it is the "old" index everything. If we change the state of two check boxes

[  ] Use non-default scope/collection(s)

[X]#  default | disabled | dynamic

to

[X] Use non-default scope/collection(s)

[   ]#  default | disabled | dynamic

Also the create index should be disabled until we do a [+ Add Type Mapping] in onprem.

Note onprem would behave the same as Capella (even after the initial "quick mode" update for v2 going live Capella).

In the far future outside the scope of this MB once the "advanced mode" is done for Capella the functionality should be back ported into the Onprem Self-managed UI as it will prevent the add child mapping (iteration) befor add child field for deeply nested items to index.
